The companies with the best paint products are Benjamin Moore, Dunn Edwards, Sherwin Williams, and Vista Paint. As a painter I don't recommend Berh from Home Depot as much because it's quality is just marketing. Flat paint has no sheen and it shows its true color, but is not easy to wash or clean. Satin, eggshell have low sheen and is washable. With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. I personally try not to do it too often, but from time to time I have to. I want my client to have a proper finish.
If a company has a formal training program, it’s a safe bet that they have their act together. They can do training in-house through regular meetings of their employees.  They can have field training systems in place, usually coordinated with classroom training sessions.  They can also use trade associations, such as PDCA (Painting and Decorating Contractors of America) or paint manufacturer’s representatives to stay up to date with the latest materials and techniques. 
If you're lucky, all your house may need before repainting is a good, healthy bath. Wash it down with a hose, and go over stubborn dirt with a scrub brush and warm, soapy water. Or wash it down with a power washer. If you're not so lucky, then you just have to face the fact that a time-consuming and dirty job lies ahead of you. Do the job well, and your paint job will not only look better, but it will last for five to eight years on average.
This all comes down to the rules.....1. references....does the contractor have them??? I ALWAYS furnish all my prospective customers them....no excuses...2. insurance....again, I always furnish proof....3. Read the proposal carefully...I ALWAYS list materials down to tape used, the brand, the grit of sandpaper, the manufacturer, etc....its INEXCUSABLE to not list all of these items....I am a member of the PDCA, the Painting and Decorating Contractors of America, the foremost authority in the coatings industry and they also approve of what I listed....if you do not follow these guidelines, you will NOT get a job reflective of "professional". Look for the PDCA where any painting contractors are, if they are not a member, RUN!
As you scrape, you may find that the wood has turned gray or black in some areas. Check for rot by probing these areas with a nail. Spots that are discolored but firm are simply weathered. Weathered wood doesn’t hold paint very well, so sand away the gray surface. If you find soft areas, you’ve got rot. Small, shallow soft spots can be dug out and repaired with a two-part filler such as Minwax High Performance Wood Filler. But when rot is deep and widespread, it’s best to replace the entire piece of wood.

Use a wire brush and a wide-blade putty knife to remove small areas of defective paint. Scrub under the laps of clapboard siding as well as on downspouts and gutters. For speedier work on metal, a wire brush attachment on an electric drill will remove rust and paint with less effort. For more extensive paint removal, invest in a sharp pull scraper -- a tool with a replaceable blade that's capable of stripping old paint all the way down to bare wood with a single scrape. Hold the scraper so the blade is perpendicular to the wood, apply moderate to firm pressure, and drag it along the surface. Keep the blade flat against the wood so it doesn't gouge the surface.
