Enforcement of this Act by the Painter-Stainers Company was sought up until the early 19th century, with master painters gathering irregularly to decide the fees that a journeyman could charge, and also instigating an early version of a job centre in 1769, advertising in the London newspapers a "house of call" system to advertise for journeymen and also for journeymen to advertise for work. The guild's power in setting the fee a journeyman could charge was eventually overturned by law in 1827, and the period after this saw the guild's power diminish, along with that of the other guilds; the guilds were superseded by trade unions, with the Operative United Painters' Union forming sometime around 1831.[2]
Painters usually find it hard to estimate the cost of prep work accurately. This is because the amount of work required varies greatly from job to job. The more the damage, the greater the amount of prep work required and hence, greater the cost. Dirty walls covered with grease have to be thoroughly cleaned for the new paint to adhere properly. Wood surfaces should be sanded 2 along the grain and dusted clean ($1.80 per square foot). Holes have to be patched up and caulked ($10 per square feet).
This is another reason why you should always hire contractors who have employees and not those who use subcontractors. If the company you hire uses only subs to paint, they have no control over the training those subs receive. However, even if you choose a contractor with employees, this does not guarantee that those employees receive training. The sad fact is that training just isn’t in the budget for most contractors.
Keep an eye on the new cans as they're being brought in. Make sure they look new and don't have paint in the rim of the can. If it's a five-gallon bucket, check to see whether the lid is still sealed on with the plastic strip. The only time it's acceptable to mix water in the paint is when you're using a deep or ultra deep base paint to reduce its stickiness, which is rare with new paint technology. Dark primary colors are composed almost entirely of tint that makes it very hard to work with without adding water.
To win work, contractors generally have to bid against other suppliers. To make an accurate bid, they estimate the time and materials required to complete the job. They measure the area to be painted and discuss the type of finish the customer requires. They assess the quality of the surfaces to work out how much remedial work they must carry out before painting. They might have to remove old paint or wall coverings, or repair cracks and other damage. They also calculate the cost of any essential equipment, such as scaffolding for exterior walls.
Deciding which paint to use has gotten much easier now that acrylic latexes have pushed oil-based paints almost to extinction. The acrylics offer superior performance (they don't harden with age, the way oils do, so they move and breathe without blistering), they don't mildew as readily, and they emit fewer VOCs, so they comply with new air-quality regulations. They also work over both oil- and water-based primers.

Prep before you paint. Make sure to stock up on all the paint supplies you'll need to finish your project. Get enough tarps to cover all your furniture and electronics. Acrylic paints are water based, so they clean up easily and dry fast. Duct tape always comes in handy. Create your own look by mixing two sheens to stripe the wall with paint, or use large format stencils to create a pattern. We can do your paint project for you or do it yourself. How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? Not all people live where they can hire a painting contractor, like you describe. People who live in small towns can only hire painters who have a very small business, and do two or three paint jobs per week. Just like with roller paint application, painters are not limited to using just one stroke when cutting in. It is important, however, to work towards the edge of the corners applying even pressure. If time permits, painters should allow their cut in work to dry completely before applying paint with rollers, keeping in mind that light touchups on corners and edges will always be required at the end.
