I made the HUGE mistake of hiring Certa Pro to do several interior rooms of my house, and remove popcorn ceiling in a bathroom. What a nightmare! They didn't paint any door jams, they broke a cedar window sill-and didn't bother telling me, they gouged a hardwood floor, they never sealed the room that had the popcorn removed--causing white powder to be in all rooms of a 2 story home. The house bath may reveal nails that have popped out of the siding or rusting nail heads that have left streaks of rust on exterior walls. If so, use sandpaper or steel wool to clean the nail heads. On clapboard siding, use a nail set to recess the nail head about ⅛ inch below the surface of the wood. Dab on a coat of rust-inhibiting primer (unless the nail is aluminum or nonrusting galvanized steel), and let it dry. Then fill the nail hole with spackle or putty. When the filler is dry, give it a coat of primer. For flathead nails, which cannot be recessed, sand the heads until they're shiny, and coat with primer.
Some contractors work on time and material others on a firm contract. I would never hire the former and am leary of the latter. A contractor may low-ball a bid to get the job planning to make a killing on change orders. If you say good morning to them, they charge you extra for that. If the contract is not very, very specific and extensively fleshed out or if they display their change order schedule prominently on top, show them the door.
As you walk through your lighted rooms (preferably day light) see if the new coat has light spots showing the precious paint. This is call "bleeding through". I was taught to paint by a professional and when estimating the amount of paint needed, I always allow for a second coat just to make sure of coverage. We interviewed a painter who tried to tell me I bought poor quality paint without knowing where I purchased it, and stated he would have to buy all new paint. He had not seen the cans and was just guessing so I asked him where I should buy paint from now on. It was the same place I had purchased my paint and he wanted to charge me an extra 20 a gallon more than what I paid for. Needless to say, I have interviewed numerous painters and they are not all honest.
This is an area that interior painters can easily cut short to save time. Most contracts don't state the extent of the wall repairs included, so it's up to the painter's discretion how much they will do. If it seems like too much work, they'll usually point out the repairs but don't include it in the bid. I am a painting contractor and have been since 2001. Make sure the estimate provides in writing: What is EXCLUDED as well as INCLUDED. It should state the manufacturer and type of paint going to be used. Estimate says ALL LABOR AND MATERIALS. My estimates to my customers say "guaranteed coverage" eliminates the conversations of 1 coat vs 2 coat. I have my customers submit colors 5 days prior to start date. Customers need to inform me if they are going to use pure white, dark reds, oranges, and bright yellows they need to inform me in that 5 day window, so I can adjust my pricing for 3 coats. Although this more uncommon now than years past because a lot of paint manufacturers have primer with paint products. Let the contractor know if your doing accent walls. This takes longer to cut in straight lines and it requires the contractor to purchase more paint. If you add anything on the scope of work have the painter write out the description and cost prior to them doing the work. Have the estimate say how many days it will take to perform the work. Ask how many workers will be doing the job. Make sure to enforce that number of workers their everyday until the job is complete. Do not give final payment until you do a final walk through. Walk the job when its almost complete and point out areas that you want fixed prior to the contractors final walk through. Its best to do while the workers are still in that particular area as they will have tarps down and areas covered and it will be easier for them to take care of. Purchase a roll of blue tape and stick it to areas that you want fixed. This is called a punch list.
As you scrape, you may find that the wood has turned gray or black in some areas. Check for rot by probing these areas with a nail. Spots that are discolored but firm are simply weathered. Weathered wood doesn’t hold paint very well, so sand away the gray surface. If you find soft areas, you’ve got rot. Small, shallow soft spots can be dug out and repaired with a two-part filler such as Minwax High Performance Wood Filler. At an alarming rate, as he starts to finish the last day or the day before, the client starts nit picking and being disrespectful towards his work when every day prior to that, they were very pleased, as he request ongoing satisfaction throughout the job. Even when I have them inspect my work, they often just do not tell the truth and wish to scam me the contractor for more and more while paying the same as the original contract. All of my contracts state that if anything is in the way like babies, dogs, cars, plants and furniture that I cannot proceed and that it is their responsibility to move this stuff. Did you even read the article? It was specifying UNSCRUPULOUS painters! And, by the way, the photo at the top was not identified at all. How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? If any painters/painting contractors object to a consumer having this kind of information maybe they are the dishonest ones!

With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. Second: all the tricks of the trade in regard to "cheating" customers is for hustlers and cheaters and NOT established businesses. At the end of the project the job should come out looking professionally painted as specified in the contract. A selected color that takes multiple coats that was not calculated by the contractor should cost more money. It's not the fault of the painter.
