I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
I managed commercial construction projects for many years, have built and remodeled several properties, and never once have I encountered any of these scams. The tone of this article is deeply troubling. The author seems to be saying that ALL painting contractors are inherently dishonest, and that has not been my experience. The underlying advice here is sound: get it all in writing and cover as many contingencies as possible--so pointing out potential pitfalls like coat coverage is helpful. But do that in the spirit of clear communication of expectations, not with the expectation that the person you are hiring will try to cheat you at every turn. Not every contractor takes outrageous advantage of change orders; not every contractor will sneak past necessary preparation and/or repairs. Contractors of all sorts get a bad rap as it is; reinforcing a stereotype with articles written from this point of view just seems unproductive.

I started my young life as a yacht painter in my grandfather's boat shop at 12 and have been painting and house building all my life. We built boats of wood because we had nothing better, we built homes of wood because we had nothing better. I grew up putting wood siding (cedar, redwood) on houses, it was the best we had. Now I tell people use cement siding, paint it once every thirty years if it needs it or not.
Next, undercut the trim to create a gap (Photo 3). When you’re done, scrape any dirt or gunk out of the gap with a putty knife and blow out the dust using a vacuum or air compressor. Recently I had the outside of my home painted. The contractor wrote a good contract, but I failed to realize that some things were not in it. It reminds me of the car dealer who offered a good price on a new car but failed to mention that it did not include tires. My contractor failed to specify that lattice under a porch was included. Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. Every painting job develops a unique choreography as ladders go up and come down and tarps are unrolled and folded up. But two basic principles remain: 1) Start at the top and work down. 2) Work in the shade, out of the sun's glare. As the dance proceeds, keep an eye on the weather. I am getting quotes to paint the exterior of a 2,500 sq ft split levei home that just had all new windows and pre-primed Hardiplank installed 3 months ago. the quotes are up to $2,500 different ranging from power wash,prime again 3 coats of paint to no powerwash needed so soon and one coat of paint.. All quotes include trim. One includes complete replacement of 80 feet facia boards another just 40 feet.

Because of our wet/cold weather, another painter was booked out through August as of May 7th, 2016. Anyone even thinking about a VA loan refi should get estimates for painting and pest inspections BEFORE starting on the loan paperwork, otherwise you will have difficulty getting painting and inspections done in a timely manner (and it is my understanding this is common with VA loans.)
