As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

Recently I had the outside of my home painted. The contractor wrote a good contract, but I failed to realize that some things were not in it. It reminds me of the car dealer who offered a good price on a new car but failed to mention that it did not include tires. My contractor failed to specify that lattice under a porch was included. They need to sell it quick and if you're not in a hurry (you know well in advance that a room or two need painting and it's not like the roof leaking and needs an immediate fix) you can go to each store when you need other supplies or food, like Walmart (when convenient, driving 20 miles to each is not worth it) and over the course of a month or two, pick out some very nice colors of quality paint. We found perfect colors...not saying they were our first choice but when we opened the can, very nice and some even better than our original picks. We had it on the market for a few months to sell, didn't sell, painted the rooms, got 2 offers the day after we finished, took the best one and never looked back.

Alamo took almost 7 hours (with a 3 hour break) and then when they came back they had no instillation (as in our proposal) for the ceiling I had repaired and found out after, that the insurance company never fixed the roof. So for the last three years wet installation removed as much as possible it was covered in plastic with no instillation. Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. Alamo are very nice, good people skills but poor workmanship considering all that happened.

Never, never hire "Hanks painting" , he is a scam. He charged me 1800 for an 800 sqft house, with the agreement of painting the gutters. He not only didn't paint the gutters, the paint of the walls and front door is pealing off. He did not sand the door and the wall color is washing off. I'm an architect and my firm routinely specifies interior finishes for projects so I thought I'd contribute a professional's perspective on the issue of how many coats of paint are deemed "acceptable". The fact of the matter is the average consumer usually isn't a paint expert and can't be expected to know about all the factors that impact coverage. That knowledge is considered "means and methods" and in a court of law, the responsibility lies with the painter or general contractor, not the consumer. What the consumer should be concerned about is the final result-does it look good and is it what you expected? The simplest way to communicate this to your painter is to stipule in your written agreement that the number of coats will be "as required to cover". That way all the guess work about what kind of primer, how many coats, how color affects the scope of work, etc., is removed from the consumer's responsibility and resides where it belongs-with the professional. In the contract that's why retention is always a good idea-typically 10% is withheld from payment until the job is completed to the satisfaction of the customer. Most critical is for the customer to be told ahead that the walls are going to need exactly what is needed. This means the contractor must look, touch, examine the walls for defects and needed work. I've been a building manager for 40 years and seen a few paint jobs. Typically a contractor does a lot of talking about how expert he is, but the guys who walk through with note pads, iPads, examine, measure, point things out, explain and recommend are the ones I will deal with. It confirms if they know what the business. Nobody likes the workers to show up and when you talk about the job they're going to do they know nothing but they we were told to be here. This painter Scot never came and finished the job. Texted me at 6:30 in the morning saying that he isn't able to do the job I gave him. I would not recommend this painter to anyone. I will make sure everyone I know won't use this guy. He is the worse business owner I have ever met. I don't know how he is in business. Be very careful of this guy Scot. To maintain a wet edge, start near a corner and run the roller up and down the full height of the wall, moving over slightly with each stroke. Move backward where necessary to even out thick spots or runs. Don’t let the roller become nearly dry; reload it often so that it’s always at least half loaded. That puts less pressure on the open side of the roller, so you’re less likely to leave paint ridges when doing DIY wall painting.

Some proposals simply say to paint the walls and ceiling and never specify the number of coats to be applied. If the colors are similar enough, it's possible to get away with one coat of paint and not discount your pricing.
