Lap marks are those ugly stripes caused by uneven layers of paint buildup. They occur when you roll over paint that’s already partly dry. (In warm, dry conditions, latex paint can begin to stiffen in less than a minute!) The key to avoiding lap marks when doing DIY wall painting is to maintain a “wet edge,” so each stroke of your roller overlaps the previous stroke before the paint can begin to dry.

If there is any peeling — and there usually is somewhere — it's essential to scrape off any loose paint. This doesn't just mean the parts that are already separated from the wood and ready to fall off on their own. Each spot where paint has peeled loose needs to be scraped thoroughly until you can no longer get the sharp corner of a putty knife under any of the surrounding edges of paint. Then, the bare spot needs to be sanded until the paint edges are smooth.
Small random-orbit or pad sanders make this job go faster. (Wallis first covers these boundaries with Synkoloid patching compound so no edge is visible after sanding.) As shown, you want to make sure that there is a feathered, smooth transition from exposed wood to old paint. For areas that might get close scrutiny, you can follow up with a 100- or 120-grit rubdown to erase any scratches.
Vinyl siding is one of the more inexpensive siding materials to have repainted, especially with recent innovations in painting materials. Homeowners will first need to vinyl cleaned and repaired, and any clapboards or vinyl sections that have blown off because of climate conditions will need to be replaced. They need to sell it quick and if you're not in a hurry (you know well in advance that a room or two need painting and it's not like the roof leaking and needs an immediate fix) you can go to each store when you need other supplies or food, like Walmart (when convenient, driving 20 miles to each is not worth it) and over the course of a month or two, pick out some very nice colors of quality paint. We found perfect colors...not saying they were our first choice but when we opened the can, very nice and some even better than our original picks. When hiring a contractor it is always best to hire one who is personally referred to you by someone you trust. Hiring through ads or phone book is hit and miss. Check with your local paints stores, they know the good guys from the bottom feeders. Using an airless sprayer to place paint on the wall (using low pressure) will speed up the process because your not having to dip your brush or roller. spray about 3 or 4 sq. ft. and then back brush or roll spreading and evening the paint. Because your using low pressure, mask and cover is at a minimum once you are accustomed to handling the spray gun and the type of surface being painted. Overspray will be larger droplets they tend to fall, than float around.

As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
