I did go with the highest bidder and it did not matter. They did a shoddy job and threatened to take me to court when I pointed out mistakes that they made based on their work standards stated on the quote. I have not paid them yet, just filed a complaint with the BBB. No money down asked, no contract signed. The boss stated I have to high of expectations just because I live in a 121 year old house!
I made the HUGE mistake of hiring Certa Pro to do several interior rooms of my house, and remove popcorn ceiling in a bathroom. What a nightmare! They didn't paint any door jams, they broke a cedar window sill-and didn't bother telling me, they gouged a hardwood floor, they never sealed the room that had the popcorn removed--causing white powder to be in all rooms of a 2 story home. First my house was painted the wrong color, Then it was painted with LATEX paint- not stain. Estimates to 'undo' the damage is around $10,000 and its not a guarantee that it will work. His assistant had no idea how to use a paint roller. I have painted all my life, and would have done this work myself, but I just had a full knee replacement and the other knee is in bad shape. I just could not do the work. Wayne is a pleasant and congenial individual, but he can not cut in a ceiling or wall to my satisfaction - not even close. He should have a putty knife and wet cloth with him all the time to correct any paint that might get applied where it shouldn't. That is something I always did as a painter. I would not recommend Wayne to paint anybody's home.

I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...
