I think the important point is that there are several key choices (who to do the work; color, sheen, quality, of paint; how many coats; amount of prep/repairs to be done and by whom, how long the job will take, provisions for changes, how detailed the contract needs to be; advanced deposit/progress payments/final payment; final inspection, etc.) that need to be made and it requires advanced research and planning in order to become well enough informed to make the right choices. Then it requires spending sufficient time to check materials and inspect the quality of the work while it is on-going, raher than waiting to do it all at the end. This article is outdated. Deep based colors were an increase in price back in the 90's. Most stores have a standard price for all colors now. The problems the author are citing are outdated and rarely happen. My painter franchisee, who I got from Angie's List, must have found some shmucks on the corner to paint my house. I specifically said I wanted stain. First my house was painted the wrong color, Then it was painted with LATEX paint- not stain. Estimates to 'undo' the damage is around $10,000 and its not a guarantee that it will work. The work is at best amateurish. Many underpainted or not painted spots, drips, etc. They did the entire outside (scraping?, priming? caulking?, painting), cleaned up and left within the time I left for work and came home. There were thee of them (my neighbor told me) This was two years ago and I am still upset. Can't be fixed.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. I hardly fault the painting contractors, because I think it is a combination of the contractors being smaller operations along with a high demand for their work.

As you scrape, you may find that the wood has turned gray or black in some areas. Check for rot by probing these areas with a nail. Spots that are discolored but firm are simply weathered. Weathered wood doesn’t hold paint very well, so sand away the gray surface. If you find soft areas, you’ve got rot. It reminds me of the car dealer who offered a good price on a new car but failed to mention that it did not include tires. My contractor failed to specify that lattice under a porch was included. So the painters did not paint it. To his credit, he did instruct them to paint it when I brought it to his attention. If I had the job to do over again I would look for an individual who came with referrals from happy customers rather than a franchise owner..
Because of our wet/cold weather, another painter was booked out through August as of May 7th, 2016. Anyone even thinking about a VA loan refi should get estimates for painting and pest inspections BEFORE starting on the loan paperwork, otherwise you will have difficulty getting painting and inspections done in a timely manner (and it is my understanding this is common with VA loans.)
