Use a wire brush and a wide-blade putty knife to remove small areas of defective paint. Scrub under the laps of clapboard siding as well as on downspouts and gutters. For speedier work on metal, a wire brush attachment on an electric drill will remove rust and paint with less effort. I started my young life as a yacht painter in my grandfather's boat shop at 12 and have been painting and house building all my life. We built boats of wood because we had nothing better, we built homes of wood because we had nothing better. I grew up putting wood siding (cedar, redwood) on houses, it was the best we had. Now I tell people use cement siding, paint it once every thirty years if it needs it or not.
For smoothing the edges of scraped spots here and there, you can wrap a piece of sandpaper around a wood block. For larger areas, it's less tiring and more effective to use an electric orbital sander. Move it up and down or back and forth across the surface to remove old paint and smooth rough edges at the same time. Don't use an electric disc sander or a belt sander. Both can leave swirls or dips in the wood that will show through a new coat of paint.

Read the proposal carefully...I ALWAYS list materials down to tape used, the brand, the grit of sandpaper, the manufacturer, etc....its INEXCUSABLE to not list all of these items....I am a member of the PDCA, the Painting and Decorating Contractors of America, the foremost authority in the coatings industry and they also approve of what I listed....if you do not follow these guidelines, you will NOT get a job reflective of "professional". My wife and I began having our custom home built in the fall of 2002. We were able to subcontract many phases of the build process & we did all the painting. A highlight of the building experience was choosing precast concrete basement walls (produced in a controlled environment) and installed with great results by one of the TOH partners (Superior Walls). We got that idea based on watching a TOH episode on PBS a few years prior. It was quite the sight for our neighbors and us as the oversize flat bed truck arrived with an overhead crane and began the process of wall installation. It was kind of scary as the the wall sections were put in place. But without the TOH episode and the TOH seal of approval giving us confidence for the precast walls we would have chosen having the concrete walls poured on site.
