WOW! I think the guy I hired read this first and I have photos that would make your skin crawl. Bottom line: he got me for $1900.00. Every single thing he painted had to be completely redone....that's when I discovered he did NOT use the colors I picked, he actually used leftover exterior paint from his mother's house! Because I have pets he said things needed to be sealed first and I did agree to that. What I did NOT agree to was using some kind of foul smelling gray stuff ON MY HARDWOOD FLOORS! Obviously we will be going to court but I doubt if I see a penny from him.

I've seen this done many years ago by a guy who did all sorts of jobs where I lived. My dad caught him painting his boss's roof and he was watering down the paint. We've had a hard time trying to get a painter for our house. We've had a guy that had been remmended by a neighbor and he hasn't showed up to paint for 2 weeks. I made the HUGE mistake of hiring Certa Pro to do several interior rooms of my house, and remove popcorn ceiling in a bathroom. What a nightmare! They didn't paint any door jams, they broke a cedar window sill-and didn't bother telling me, they gouged a hardwood floor, they never sealed the room that had the popcorn removed--causing white powder to be in all rooms of a 2 story home. Other tricks include claiming membership when that membership has expired or even make up fake organizations that sound good. I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
I agree with JHs. If there is no new color on it at all, just talk to the painter about it, if it was an honest mistake (which can happen very easily while painting) your painter should have no problem fixing it. However, in my years of experience, it is not unusual for 2 coats of door paint (good quality) not to cover very well at all. I once painted a red door 7 times, plus a tinted prime coat before I found the door to be a solid color.

Another thing that happened to us - we had the popcorn ceiling taken off and the ceiling painted white. I had COMPLETE faith in Angie but lately I am hesitate on reports. I would check your local hardware store or even your neighbors to get a recommendation for painters. I live in Texas and I have borrowed my hardware store opinion bc that seems to be the place most of the contractors or painters come to buy stuff for the jobs. FIRST: Unless you can stay in business painting 1 bedroom at a time for $500-$1000, which you can't, then you will be taking on several thousand dollar contracts that require thousands in Labor and Materials to fulfill the order. Multiply that by 3-4 jobs at one time or in our case 15-20 jobs at a time, YOU NEED TO TAKE DEPOSITS!!! It is horrible business not to take deposits. There are many jobs where its not possible to get a deposit and that is built into or pricing accordingly. If we are not getting a deposit, there is a finance charge built in, contractors are not banks. If you don't have a good feeling about a deposit, your hiring the WRONG CONTRACTOR. Hire people you know or well established businesses.

As a former professional painter, something that drives me crazy is when I see painters cut in around wall plates. First of all, the amount of time that it takes to cut in is usually much longer than the amount of time that it takes to simply remove the wall plate. Secondly it does not look nearly as clean as it does when the wall plate is removed and thirdly it can invariably leave paint on the wall plate itself which also looks sloppy. Make sure the painter takes them off and then reinstalls them. It's less time.
Some contractors work on time and material others on a firm contract. I would never hire the former and am leary of the latter. A contractor may low-ball a bid to get the job planning to make a killing on change orders. If you say good morning to them, they charge you extra for that. If the contract is not very, very specific and extensively fleshed out or if they display their change order schedule prominently on top, show them the door.
