I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
FIRST: Unless you can stay in business painting 1 bedroom at a time for $500-$1000, which you can't, then you will be taking on several thousand dollar contracts that require thousands in Labor and Materials to fulfill the order. Multiply that by 3-4 jobs at one time or in our case 15-20 jobs at a time, YOU NEED TO TAKE DEPOSITS!!! It is horrible business not to take deposits. There are many jobs where its not possible to get a deposit and that is built into or pricing accordingly. If we are not getting a deposit, there is a finance charge built in, contractors are not banks. If you don't have a good feeling about a deposit, your hiring the WRONG CONTRACTOR. Hire people you know or well established businesses.

This is an area that interior painters can easily cut short to save time. Most contracts don't state the extent of the wall repairs included, so it's up to the painter's discretion how much they will do. If it seems like too much work, they'll usually point out the repairs but don't include it in the bid. They'll then ask you if you'd like it fixed after they start your project and let you know how much more it will cost.
When hiring a contractor it is always best to hire one who is personally referred to you by someone you trust. Hiring through ads or phone book is hit and miss. Check with your local paints stores, they know the good guys from the bottom feeders. Go to the stores that sell the high quality paints like Benjamin Moore(nonpareil), Pittsburg, Sherwin Williams or Glidden. Don't go the the big box stores for referrals, the people there don't know squat!

How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? Using an airless sprayer to place paint on the wall (using low pressure) will speed up the process because your not having to dip your brush or roller. spray about 3 or 4 sq. ft. and then back brush or roll spreading and evening the paint. Because your using low pressure, mask and cover is at a minimum once you are accustomed to handling the spray gun and the type of surface being painted. Overspray will be larger droplets they tend to fall, than float around.

Only a dummy gets involved with so-called "contractors." Hire a qualified actual worker yourself. Check out their resume/background, etc. RULE #1..NO ADVANCE DEPOSITS! Pay daily or weekly or upon satisfied completion according your standard, not workers. Contractors are merely employment agents. If that's the way you get work done, then go ahead and waste your money and wind up with the myriad of problems enumerated upon in the news clip above. RULE#2.. NO SMOKERS. Inspect the surface area for holes, cracks or other problems and apply acrylic caulk to fill them in. Use a putty knife to smooth out the caulk and remove any excess to prevent bumps. For particularly thin or narrow crevices, you may have to use your finger to smooth out the caulk. Caulk contracts and shrinks, so apply a second layer once it's dried.
Also prime the ends of adjoining boards. This step pays off by slowing the moisture penetration that can lead to peeling at the joints. If the new siding is redwood or cedar, buy a special “stainblocking” primer. Both of these woods contain natural chemicals (tannins) that can bleed through paint, causing brownish stains. A stain-blocking primer will seal in the tannins.
Use a wire brush and a wide-blade putty knife to remove small areas of defective paint. Scrub under the laps of clapboard siding as well as on downspouts and gutters. For speedier work on metal, a wire brush attachment on an electric drill will remove rust and paint with less effort. For more extensive paint removal, invest in a sharp pull scraper -- a tool with a replaceable blade that's capable of stripping old paint all the way down to bare wood with a single scrape. Hold the scraper so the blade is perpendicular to the wood, apply moderate to firm pressure, and drag it along the surface. Keep the blade flat against the wood so it doesn't gouge the surface.

Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Just like with roller paint application, painters are not limited to using just one stroke when cutting in. It is important, however, to work towards the edge of the corners applying even pressure. If time permits, painters should allow their cut in work to dry completely before applying paint with rollers, keeping in mind that light touchups on corners and edges will always be required at the end.
