I hired this person because he was listed on Angie's List. This man claimed he took and passed his contractor's license test after he signed me up for a project (Feb.) that included fixing cracks, painting, repairing a gate, installing a screen door, etc. He said he would charge me the original "handyman" prices. He postponed the start date, brought one worker who fixed a few cracks, repainted the gate terribly, but ruined a dining room ceiling when his worker used silicone in a tube instead of the expansion tape, spray ceiling covering, and paint I had purchased saying this silicone was "better". I just paid them to get them out of my home as I felt intimidated as a senior citizen who is handicapped. I will try to have the main guy come back when I let him know what I need redone. I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

If a company has a formal training program, it’s a safe bet that they have their act together. They can do training in-house through regular meetings of their employees. They can have field training systems in place, usually coordinated with classroom training sessions. They can also use trade associations, such as PDCA (Painting and Decorating Contractors of America) or paint manufacturer’s representatives to stay up to date with the latest materials and techniques.
Alamo took almost 7 hours (with a 3 hour break) and then when they came back they had no instillation (as in our proposal) for the ceiling I had repaired and found out after, that the insurance company never fixed the roof. So for the last three years wet installation removed as much as possible it was covered in plastic with no instillation. Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. Many experts paint in a “W” pattern when using foam rollers, but others simply roll up and down then sideways with either brushes or rollers. The motion isn’t as important as making sure that the application is even and drip-free across the entire area. However, technique is important when you're covering over wall repairs.

The other difficult part is getting a painting contractor to show up. Sand the trim with a fine-grit sanding sponge. Sponges get into crevices where sandpaper can’t go and let you apply even pressure. Then apply the first coat of paint, let it dry at least 24 hours, lightly sand it again for a completely smooth surface, and apply the second coat. After each sanding, vacuum the trim, then wipe it down with a tack cloth to remove the dust.
Next, undercut the trim to create a gap (Photo 3). When you’re done, scrape any dirt or gunk out of the gap with a putty knife and blow out the dust using a vacuum or air compressor. To avoid staining the concrete, run at least three layers of masking tape under the wood. Apply repellent to all bare wood (Photo 4) including the underside (Photo 5). Bend a putty knife in a vise to make a handy tool for reaching into tight areas. Remove the tape right after application.
