When I had my interior painting done, after clearing out all of the furniture, myself, I also removed all of the wall plates in all the rooms to be painted. They were a beige color and probably yellowed. The wall was originally an off white and I had it painted a light-mid grey, so those wall plates would look terrible. I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

Most painters get the crap end of the stick and are left with making an entire house look good when it took a lot more than a painter to build the house in the first place. Good painters do not get enough credit. They are not all scammers who are cutting corners!
Pressure washing, scraping, stripping, sanding–it’s dirty, hard work. In fact, greater than fifty percent of the time spent working on a home’s exterior finish should be devoted to surface preparation. This kind of preparation is particularly important here in New England where we experience such a wide range of weather. Historic homes (100-400 years old) are especially vulnerable because their thicker layers of paint become impermeable and too brittle to flex with seasonal changes of humidity and temperature.
You can typically complete all of these preparations for an entire house in a single day or over a weekend. If you're painting a porch or an outbuilding, it may only take an hour. If you're painting with latex, you can start the following day; solvent-base paint does not adhere well to moist surfaces so wait several days until all the washed surfaces are absolutely dry before applying this type of paint.
