A fellow (actually lives in the same neighborhood) by the name of Wayne Hickey (843-655-0366) painted the ceilings and most of the walls of our house in February 2017. He got paint all over my light fixtures, all over my trim around the doors, and had visible lap marks everywhere on the walls. He came back and rectified some of the problems, but not all, as I have noticed as I have had time to look more carefully at the work he and his assistant did. His assistant had no idea (not a clue) how to roll paint on a wall or ceiling. Some places were not covered. He said he would pull nails for pictures and then re-insert the nails exactly where they were. This he did not do as he promised. He painted over the nails. His assistant had no idea how to use a paint roller. I have painted all my life, and would have done this work myself, but I just had a full knee replacement and the other knee is in bad shape. I just could not do the work. Wayne is a pleasant and congenial individual, but he can not cut in a ceiling or wall to my satisfaction - not even close. He should have a putty knife and wet cloth with him all the time to correct any paint that might get applied where it shouldn't. That is something I always did as a painter. I would not recommend Wayne to paint anybody's home.
A primer 3 is essentially a protective layer that you apply before the first coat of paint. If you are painting over an already-painted surface, you may be able to avoid a primer 3 altogether by using a 2-in-1 paint and primer product. However, if you are painting a surface that has never been painted before or changing the paint or finish type, it would be a good idea to prepare the surface using a traditional primer 3. Primers 3 should also be used when painting over hard, smooth surfaces like glass or tile. All three types of primers 3, oil-based, latex-based and shellac-based can be used under latex paint.

Since dirt can affect the smoothness of a surface area -- and therefore paint's adhesion to it -- use soap to remove any dirt or stains. I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
Alamo took almost 7 hours (with a 3 hour break) and then when they came back they had no instillation (as in our proposal) for the ceiling I had repaired and found out after, that the insurance company never fixed the roof. So for the last three years wet installation removed as much as possible it was covered in plastic with no instillation. Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. I agree with you Richard, as a painting contractor for very many years, people are always looking to get more and more out of you. I had to give an estimate to a lady a few weeks ago who had more stuff around her home than a thrift store including heavy furniture, stuff all over the floor and junk everywhere. I knew if I accepted the job id be a furniture mover and cleaner. I also agree this article makes it seem like the contractor is out to rip off the customers. Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. I personally try not to do it too often, but from time to time I have to. I want my client to have a proper finish.
Back to the article. You can add water to all latex based paints / thinner to oil based paint. The tinting base has absolutely nothing to do with it. Say you are working outside and throughout the day you have to add a little water to keep the same consistency. If somebody really tried to add 20% to 50% water they no longer would be painting they'd be performing a whitewash or pickle finish.
The article was well-intended, but it makes it sound like painters are the crooks and consumers are innocent victims. That is blatantly un-true. Deciding which paint to use has gotten much easier now that acrylic latexes have pushed oil-based paints almost to extinction. The acrylics offer superior performance (they don't harden with age, the way oils do, so they move and breathe without blistering), they don't mildew as readily, and they emit fewer VOCs, so they comply with new air-quality regulations. They also work over both oil- and water-based primers.
This all comes down to the rules.....1. references....does the contractor have them??? I ALWAYS furnish all my prospective customers them....no excuses...2. insurance....again, I always furnish proof....3. Read the proposal carefully...I ALWAYS list materials down to tape used, the brand, the grit of sandpaper, the manufacturer, etc....its INEXCUSABLE to not list all of these items....I am a member of the PDCA, the Painting and Decorating Contractors of America, the foremost authority in the coatings industry and they also approve of what I listed....if you do not follow these guidelines, you will NOT get a job reflective of "professional".
