This all comes down to the rules.....1. references....does the contractor have them??? I ALWAYS furnish all my prospective customers them....no excuses...2. insurance....again, I always furnish proof....3. Read the proposal carefully...I ALWAYS list materials down to tape used, the brand, the grit of sandpaper, the manufacturer, etc....its INEXCUSABLE to not list all of these items....I am a member of the PDCA, the Painting and Decorating Contractors of America, the foremost authority in the coatings industry and they also approve of what I listed....if you do not follow these guidelines, you will NOT get a job reflective of "professional". Look for the PDCA where any painting contractors are, if they are not a member, RUN!
As a former professional painter, something that drives me crazy is when I see painters cut in around wall plates. First of all, the amount of time that it takes to cut in is usually much longer than the amount of time that it takes to simply remove the wall plate. Secondly it does not look nearly as clean as it does when the wall plate is removed and thirdly it can invariably leave paint on the wall plate itself which also looks sloppy. Make sure the painter takes them off and then reinstalls them. It's less time.
I've seen this done many years ago by a guy who did all sorts of jobs where I lived. My dad caught him painting his boss's roof and he was watering down the paint. We've had a hard time trying to get a painter for our house. We've had a guy that had been remmended by a neighbor and he hasn't showed up to paint for 2 weeks. I want to call him and my husband says no. I'm 69 years old and I'm about ready to go and paint our 2 porches, I've painted all my life and all the inside of our home. Maybe that's the way it should be with everyone that can paint pretty good.
If you're going to do any part of the painting or prep work on your own, you must know that the first step in preparing a surface is washing it. Since dirt can affect the smoothness of a surface area -- and therefore paint's adhesion to it -- use soap to remove any dirt or stains. Make sure there's no soap left on the walls when you're finished; also make sure to remove any gloss with sandpaper and vacuum up the leftover dust.
I agree with Jeff below, these prices are far below what I see on the market in the Portland Or. area. When one uses the term "paint the house" what exactly does one mean? Any fool can buy an airless paint sprayer and put paint on a house. New homes built with fiber cement siding paint clean and easily but older homes built with wood require much prep work.

Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Divide the final figure by the square-foot coverage specified on the can of paint to determine the number of gallons you will need for one coat.

I take a high intensity light and circle the kinds of defects with chalk so we are all in agreement before they start. Sometimes this results in a higher price and we have to compromise on how much to do...

Some proposals simply say to paint the walls and ceiling and never specify the number of coats to be applied. If the colors are similar enough, it's possible to get away with one coat of paint and not discount your pricing. No matter how hard you try, tiny, pin-sized air holes will pop exposing the original walls. This may not bother you if you can't notice it, but principally speaking you should have paid your painter less for the work.
Over the past year I have had several jobs given to 2 Angie's list recommendations and 1 not from a recommendation. They all have one thing in common, lack of sufficient and correct preparation to save time, labor, and the fact that they put a person in charge that was a cut corners type of worker. The two from Angie's list sent worker/s back to try touch up problems, but once the job is not prepared correctly in the first place any extra work is like putting a band-aid on a dirty wound.
The companies with the best paint products are Benjamin Moore, Dunn Edwards, Sherwin Williams, and Vista Paint. As a painter I don't recommend Berh from Home Depot as much because it's quality is just marketing. Flat paint has no sheen and it shows its true color, but is not easy to wash or clean. Satin, eggshell have low sheen and is washable. When the primer is dry, caulk all small joints (less than ¼-inch-wide) in the siding and trim. Most pros use siliconized acrylics—paint won't stick to straight silicones—but Guertin and O'Neil like the new, more expensive urethane acrylics for their greater flexibility and longevity. Sand the trim with a fine-grit sanding sponge. Sponges get into crevices where sandpaper can’t go and let you apply even pressure. Then apply the first coat of paint, let it dry at least 24 hours, lightly sand it again for a completely smooth surface, and apply the second coat.
