When I have to hire someone I tell them up front that I'll be checking every detail, pay extra to purchase the materials myself, and if they don't want the job - well good! Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Wood siding and trim should be ready to paint after a day or two of dry weather.
Paint gets more expensive as you go from flat to gloss. The difference is usually around $1 per gallon per sheen upgrade. Flat is the cheapest, then matte flat or eggshell, satin, semigloss then gloss. Paint also gets much more expensive the darker it gets. This article is outdated. Deep based colors were an increase in price back in the 90's. Most stores have a standard price for all colors now. The problems the author are citing are outdated and rarely happen. This is the 2nd time I've seen this article being emailed out, it's irresponsible of angies list to keep sending out this poorly written and inaccurate article.
The article and comments were great information to have before deciding how to go about getting a painting job done. I think the important point is that there are several key choices (who to do the work; color, sheen, quality, of paint; how many coats; amount of prep/repairs to be done and by whom, how long the job will take, provisions for changes, how detailed the contract needs to be; advanced deposit/progress payments/final payment; final inspection, etc.) that need to be made and it requires advanced research and planning in order to become well enough informed to make the right choices. Then it requires spending sufficient time to check materials and inspect the quality of the work while it is on-going, raher than waiting to do it all at the end. President Reagan's philosophy of "Trust, but verify." applies.

The house bath may reveal nails that have popped out of the siding or rusting nail heads that have left streaks of rust on exterior walls. If so, use sandpaper or steel wool to clean the nail heads. On clapboard siding, use a nail set to recess the nail head about ⅛ inch below the surface of the wood. Dab on a coat of rust-inhibiting primer (unless the nail is aluminum or nonrusting galvanized steel), and let it dry. Then fill the nail hole with spackle or putty. When the filler is dry, give it a coat of primer. For flathead nails, which cannot be recessed, sand the heads until they're shiny, and coat with primer.
When coverage is difficult to estimate, add more rather than less when doing DIY wall painting. You can always pour the leftover back into cans. For large jobs, use the bucket and a roller screen rather than a roller tray. It’s much faster to load your roller with the screen than to use a roller pan. Simply dunk the roller into the paint bucket, then roll it along the screen until it stops dripping.
Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...
