Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...
With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. I personally try not to do it too often, but from time to time I have to. I want my client to have a proper finish.

Interesting information! We just got scammed in White Stone, Virginia... we chose the same color, but went from a flat to an eggshell finish. I wasn't available to stand over the painter while he painted. For such a detailed job, I marveled at how quickly he finished the project! After he was paid for the job, we discovered all he did was roll paint across the walls and close to the crown, baseboards and detailed trim around windows and doors leaving about an inch or so of the flat finish. By using the same color, he didn't even do the job he was paid to do, which explained why he could finish the job so quickly. By using the same color... he got lucky and passed it off as a completed job not bothering to paint to and cut in around the trim. Upon further evaluation of our walls we could see exactly where he stopped because we could see the difference between the flat and eggshell finishes. There are walls he didn't even bother to paint. Then where he did paint near the crown when we were in the room watching ... he hit the crown moulding and tried to tell us it was already there... and tried to sell us on painting the crown moulding. I am so disgusted and upset!! He'll be hearing from us to rectify the situation.

This article is outdated. Deep based colors were an increase in price back in the 90's. Most stores have a standard price for all colors now. The problems the author are citing are outdated and rarely happen. This is the 2nd time I've seen this article being emailed out, it's irresponsible of angies list to keep sending out this poorly written and inaccurate article.

Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Because of our wet/cold weather, another painter was booked out through August as of May 7th, 2016.  Anyone even thinking about a VA loan refi should get estimates for painting and pest inspections BEFORE starting on the loan paperwork, otherwise you will have difficulty getting painting and inspections done in a timely manner (and it is my understanding this is common with VA loans.)
