Read the proposal carefully...I ALWAYS list materials down to tape used, the brand, the grit of sandpaper, the manufacturer, etc....its INEXCUSABLE to not list all of these items....I am a member of the PDCA, the Painting and Decorating Contractors of America, the foremost authority in the coatings industry and they also approve of what I listed....if you do not follow these guidelines, you will NOT get a job reflective of "professional". This is another reason why you should always hire contractors who have employees and not those who use subcontractors. Back to the article. You can add water to all latex based paints / thinner to oil based paint. The tinting base has absolutely nothing to do with it. Say you are working outside and throughout the day you have to add a little water to keep the same consistency. If somebody really tried to add 20% to 50% water they no longer would be painting they'd be performing a whitewash or pickle finish.
I hired this person because he was listed on Angie's List. This man claimed he took and passed his contractor's license test after he signed me up for a project (Feb.) that included fixing cracks, painting, repairing a gate, installing a screen door, etc. He said he would charge me the original "handyman" prices. He postponed the start date, brought one worker who fixed a few cracks, repainted the gate terribly, but ruined a dining room ceiling when his worker used silicone in a tube instead of the expansion tape, spray ceiling covering, and paint I had purchased saying this silicone was "better". Then they said they would have to paint the whole ceiling and charge extra. They left holes in the walls and did a sloppy paint job in several places. I just paid them to get them out of my home as I felt intimidated as a senior citizen who is handicapped. I will try to have the main guy come back when I let him know what I need redone. Don't know if he will come back without charging me more.

Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Freshly painted walls often look blotchy. The color is uniform, but the sheen isn’t consistent. This usually occurs over the holes and cracks you patched with a filler or drywall compound. The porous fillers absorb the paint, dulling the surface (a problem called “flashing”). When light hits these dull spots, they stick out like a sore thumb. The smooth patch also stands out in contrast to the slightly bumpy texture of the rest of the wall. A quick coat of primer is all it takes to eliminate flashing and texture differences.
For particularly heavy deposits of paint, heat may be more effective than muscle. One way to apply heat is with an electric paint remover, which is a device with a platelike heating element that "cooks" the paint and has a built-in scraper to pull it off. Wearing heavy gloves, hold the heating element against the surface until the paint sizzles. Pull the remover firmly over the surface. The attached scraper will pull off the cooked paint as you go.

Their "A" rated painter did some of the exact things they are now warning against; however, they are still rated "A". I sent in a review and it took eight weeks to post it. They allowed the contractor to lie about what happened as a response. I had proof and photos. Angie's List is a scam; instead ask neighbors and friends for referrals!
